The short answer is yes, but only in a very limited manner.
It is even almost a no actually. The FCA has stated on their website during 2015 that they are working on “potential changes in regulation” for binary options and in 2016 they stated again that “Binary options in the UK are supposed to be regulated by the Gambling Commission and are not yet regulated by FCA” although the UK gambling commission does NOT regulate any binary options brokers in the UK as of today. They have also stated that European regulated binary options brokers that hold an EU license (such as CySEC license) “are entitled to do business in any other EEA country once certain procedural safeguards are met” and “consequently appear on our [FCA] Register of financial services firms”, meaning that they are pretty much licensed to do business in the UK.
Furthermore Eu regulated brokers can even seek official FCA regulation if they want to! but only if they meet the criteria. In fact they CAN be regulated by the FCA and may have to submit to heavy fines if they are found to be engaging in any indecent practices with customers. Complaints about unsolicited calls from binary options brokers or about scam / fraud or indecent practice can be made officially to FCA on the page in this link.
The only broker we know of that that has officially used its right to passport its CySEC regulation into the UK is Banc de Binary Limited (under sister site bbinary.com). Banc de Binary Limited can be easily found in the FCA financial services registry: in this link. On the registry page it is stated that they are in fact REGULATED by the FCA Effective From 26/02/2013. Update: Banc de Binary Renounces CySEC license, shutting down.
